Per-core processor speed
Geometry engines work through operations in order, so single-core speed drives modelling.
Certified graphics, if required
Where the vendor publishes a list and your workplace enforces it, that decides the card.
Fast storage
Large assemblies open and save constantly.
Start from the vendor requirement
Most design and engineering vendors publish both a system requirement and a list of graphics hardware they have actually tested against. Where compliance is mandated at your workplace, that list is not advice — it is the specification, and any recommendation of ours that contradicts it is worthless to you.

Size the memory from your own files
General advice about memory is worth very little here, because the number depends on your assemblies rather than on a category. The useful measurement is what your current machine reports while your largest file is open.
Specify comfortably above that figure, and leave slots free. Models grow, and a workstation that can take more memory in two years is worth considerably more than one that is full on arrival.

Modelling and rendering want different processors
Sketching and modelling lean on the speed of a single core. Rendering, simulation and analysis use as many cores as they are given. No processor is best at both, so specify for whichever fills more of your day.
If rendering happens overnight and modelling happens all day, buy for modelling.
